The short answer
Under 20 dollars: the WALI 4-tier desk organizer at 17. It is the single most-used thing on this site and it needs no measuring, no compatibility check and no knowledge of their desk. Under 50: the JNFUZ solid oak drawer unit at 46, which looks like a present rather than an office supply. The one to avoid unless you have measured their desk: anything that clamps, mounts or adheres. Those are good products and bad gifts, because they only fit some furniture.

The rest of this site is written for someone solving their own noise or clutter problem, who knows their room. This page assumes you do not.
That changes the advice completely. The best products on this site for an owner are frequently the worst gifts: a clamp-on privacy panel is excellent and fits only desks between 0.4 and 1.4 in thick. What a home worker actually runs out of
Three things, in roughly this order, and they are not what gift guides usually suggest.
1. Somewhere to put small things
Pens, clips, cables, charger ends, sticky notes, the dongle. These end up on the desk because there is nowhere else, and they are the visible component of a desk that feels chaotic. A 17-dollar tray or an 11-dollar under-desk drawer fixes it, and the recipient will notice daily.
2. Quiet
Almost everyone working from home has a noise complaint and almost nobody has done anything about it, because the obvious products are expensive. A 17-dollar door sweep closes about 20 square inches of straight-through gap under an interior door, which is the highest-value acoustic purchase anywhere on this site. It is also an odd-looking gift, so it pairs well with something else.
A sound masking machine at 25 dollars is the easier gift version: it needs nothing measured, works in any room, and genuinely helps concentration. Be honest about what it is - it adds sound to cover sound rather than removing any - which we cover on acoustic panels vs soundproofing.
3. A desk that does not look like an office
For someone whose work and living space are the same room, an object that looks deliberate rather than functional is worth something. The solid oak organizer is the one here that reads as a present.
