Buy the SISESOL rolling cabinet. It is the only mobile unit here that states BOTH drawers take letter, legal and A4 hanging files, which gives about 29.4 linear filing inches at roughly 1.87 dollars an inch - the best value in the format. It also publishes a 200 lb total load, has a center caster against tipping, and includes a removable hanging bar so a drawer becomes a plain drawer when you want one.
The question this category avoids answering
Most mobile cabinets are pedestals: two shallow box drawers over one deep file drawer. That configuration is perfectly sensible - stationery and chargers up top, paperwork below - but it means a 3-drawer mobile cabinet usually holds one drawer of filing, not three.
Several listings do not say which drawers take files. The VASAGLE 5-drawer is the clearest example: it is titled a mobile pedestal filing cabinet and never confirms a single file drawer anywhere in its specification. Five shallow drawers at 25.9 in overall height is a stationery unit.

How we compute linear filing inches
Vertical cabinet - folders hang across the narrow drawer width and file front-to-back, so capacity follows the cabinet's DEPTH.
Lateral cabinet - folders hang side-to-side on rails, so capacity follows the cabinet's WIDTH.
Usable dimension = published external dimension - 3 in shell and hardware allowance
Linear filing inches = usable dimension x number of file drawers
Cost per inch = live price / linear filing inches
The 3 in allowance is DERIVED, not assumed: the BIZOEIRON lateral is the only cabinet in our set that publishes a drawer interior, at 32.44 in inside a 35.43 in exterior, a 2.99 in difference. No vertical cabinet anywhere publishes a drawer interior, so applying the same figure to verticals is an assumption and we label it as one every time it appears.
Casters: the detail that decides whether it stays put
A loaded file drawer pulled out of a cabinet on wheels will roll the cabinet toward you unless something stops it. Three features prevent that and they are not interchangeable.
Locking casters. Usually two of four or five. Lock them before opening a loaded drawer, every time.
A center caster. A fifth wheel under the middle of the cabinet, which stops the unit tipping forward when the front casters are braked. SISESOL, DEVAISE and VASAGLE all publish one.
Weight. The SISESOL is 55 lb and the Staples pedestal is 66 lb, both of which resist rolling by mass alone. The Omelaza is 31.75 lb and does not.
Height, and the only measurement that rules things out
A mobile cabinet exists to go under a desk. Standard desk apron clearance is about 29 in and carpet eats some of that.

The DEVAISE at 30.8 in is the odd one out: a rolling cabinet too tall to roll under a desk, which undercuts the point of the casters. It is a good cabinet standing beside a desk as a printer stand, with a published 150 lb top load, and a strange one underneath.

Will a rolling file cabinet move when I open a drawer?+

We round that to 3 in and apply it to every other cabinet's published external figure. It is derived from one lateral cabinet, so applying it to verticals is an assumption and we label it as one every time.
Our arithmetic: the weight of office paper
A standard letter-size banker's box holds about 2,500 sheets; 2,500 sheets of 20 lb bond weighs about 25 lb, so a full box is roughly 30 lb including the box. That works out at about 1.5 lb per linear inch of upright files. Every shelf-load and cabinet-load comparison on this site uses those figures and shows the sum.
