The short answer
Mount drawers to the underside, put a cart on one side, and keep two-thirds of the knee space clear. That is the whole shape of the answer. The measurement that rules things out is not apron height but knee depth: you can typically only put something 14 to 18 in back before your legs hit it, which is why under-desk storage sits beside your knees rather than behind them.
The three measurements
01Apron clearance. Floor to the underside of the desktop or its frame rail. A standard 29 in desk usually leaves 25 to 27 in, and carpet takes some. This rules out anything taller.
02Clear width between the legs, not the desk's full width. On a desk with a cross-brace, measure to the brace.
03Knee depth. How far back something can go before your legs hit it. Usually 14 to 18 in, and it is the measurement nobody takes.

Idea 1: the underside, which costs nothing
The flat underside of a desktop is genuinely free real estate and almost nobody uses it.
Mounted slide-out drawers, 11 to 19 dollars. Two adhesive drawers with dividers, about 2 in deep. Hold pens, cables, charger ends, sticky notes. Zero desk surface, zero floor.
A power strip, screwed or adhered up out of the way. Keeps the floor clear and stops a vacuum finding it.
A cable tray. Several desk privacy panels include one, which makes a single clamp do two jobs. Best desk privacy panels.
The one compatibility check: look under your desk. Smooth, flat and uninterrupted for about 10 by 6 in means adhesive drawers will work. Textured, or with a visible frame rail in the way, means they will not - and the TooCust set supplies screws as well for exactly that case.
Idea 2: one cart, on one side
The standard and correct use of under-desk floor. Around 11 to 15 in wide and 11 to 18 in deep, sitting beside your knees rather than behind them.

Idea 3: files, if the cart has to be a cabinet
If the under-desk unit is doing filing rather than storage, the spec to insist on is which drawers take hanging folders, because most mobile units are pedestals: two shallow box drawers over one file drawer.

Three things that should not go under a desk
01A printer. It needs a surface at a usable height with clearance for paper trays and the lid. A 2-drawer file cabinet with a published top load gives you that at about 29 in.
02An archive. Boxes under a desk are where paperwork goes to be forgotten, and they make the knee space unusable. That is what a storage cabinet is for.
03Anything you have to move the chair to reach. If retrieving something is a three-step operation, it will not get used, and it will become permanent clutter.
Cables, which is the real under-desk problem
Most under-desk mess is not storage, it is cabling. Three fixes, all cheap.
Get the power strip off the floor. Adhered or screwed to the underside, it stops being a trip hazard and a dust trap in one move.
Bundle and route along a single path, usually the back edge, rather than letting cables take their own routes.
Use a privacy panel with an integrated tray if you are buying one anyway, so one clamp handles the screen and the cables together.

A standard letter-size banker's box holds about 2,500 sheets; 2,500 sheets of 20 lb bond weighs about 25 lb, so a full box is roughly 30 lb including the box.
